Adv. Neiger is one of the first lawyers in Israel to deal with environmental law, and is currently a leader in this field. He was among the founders of the Department of Nature Conservation in the Society for the Protection of Nature in Israel, and has been engaged in this field for more than 20 years. Adv. Neiger clerked in the Supreme court of Israel with the honorable Jusice Dov Levin.
Between the years 1988-1990 Adv. Neiger worked with U.S. firm Fried, Frank, Harris, Shriver & Jacobson, in Washington DC, where he focused mainly on Administrative Law. After his return to Israel, Adv. Neiger founded the Neiger-Levitzky firm, together with Adv. Amir levitzky, and specialized in Environmental law.
In 2011 Adv. Neiger became a senior partner in APM & Co., and since then has coordinated all matters dealing with Environmental Law, infrastructures and energy. Adv. Neiger specializes in representing corporations and executives in criminal proceedings of environmental offenses, environmental class actions and toxic torts. In addition, Adv. Neiger represents petitioners in areas of environment and energy in various courts such as the High Court of Justice, the Court for Administrative Affairs, the Court for Water Matters, as well as administrative procedures with various authorities (mainly the Ministry of Environmental Protection). Adv. Neiger has extensive experience consulting environmental projects from the research and development phase to the implementation of the environmental infrastructure in areas of renewable energy, waste treatment, recycling and waste, water and desalination plants.
Adv. Neiger is also the permanent legal adviser of the Israeli Manufacturers Association, the Israeli Institute of Environment and Energy and the Oil Companies Association. In this capacity he often represents the Israeli Manufacturers Association and the energy sector in legislative and regulatory procedures in the Knesset committees and before government offices. Adv. Neiger has been taking part in legislative and environmental regulatory procedures since 1992.
Adv. Neiger lectures on subjects of environmental protection at the at Ono Academic College, the Ben Gurion University and other courses and advanced studies. He has also published articles and books on these matters. Adv. Neiger is a retired colonel of the IDF, served as the Paratrooper Brigade commander and was a member of the Braverman committee for structural reform of IDF reserve service.
